Pursuant to:
Decision No 30/2022/QĐ-UBND, dated 29/07/2022 of the Dak Lak People Comittee's Chairman regarding the function, responsibilities and rights of the Department of Industry and Trade;
Decision No 130/QĐ-SCT, dated 15/9/2022 of the Dak Lak Department of Industry and Trade regarding the working regulations;
Decision No 85/QĐ-SCT, dated 14/05/2024 of the Dak Lak Department of Industry and Trade regarding the Board of Director's job assignemnet.
I. General principles:
The assignment of tasks in the Department of Industry and Trade is carried out according to the following principles:
1. Implement the principle of democratic centralism, the collective leadership, the individual in charge and the implementation of the headship regime.
2. The Director of the Department is the person who leads, directs and administers all activities of the Department of Industry and Trade, is personally responsible to the Provincial Party Committee, Provincial People's Council, Provincial People's Committee, Ministry of Industry and Trade and the law for all activities of the Department. Industry and Trade according to their assigned functions and tasks and the provisions of current law, including the work assigned or delegated to the deputy; Directly direct and administer important and strategic jobs such as guidelines, master plans and plans in the fields of work under the tasks and powers of the Department of Industry and Trade.
3. Departmental Deputy Directors assist the Department Director in performing the duties and powers assigned by the Department Director and take responsibility before the Department Director for the performance of the assigned tasks and powers; at the same time take responsibility before the law for the solved work.
In addition to the specific tasks and fields of work assigned in the process of solving work, there should be coordination, exchange and support when the work is related between the deputy directors to ensure all activities of the company. The Department followed the plan. In case the work is related to the deputy directors and the deputy directors have not yet reached an agreement, the deputy director shall assume the prime responsibility for handling such work and report it to the director for consideration and decision.
II. Work assignment:
1.Mr. Luu Van Khoi - Director of the Department
- In charge of general, leading, directing, operating and comprehensively managing the performance of functions, tasks and powers of the Department of Industry and Trade. To be accountable to the Provincial Party Committee, Provincial People's Council, Provincial People's Committee, Ministry of Industry and Trade and law for all activities of the Department of Industry and Trade according to their assigned functions and tasks. Directly in charge of the following areas: planning, planning; attracting investment in development of industry and commerce (industry, commerce); directing the state management of electricity, science and technology, renewable energy and new energy; internal affairs, emulation, commendation and discipline; personnel organization, finance and administrative reform.
- Account holders of budgetary funds allocated to the Department of Industry and Trade;
- Directly in charge of: Department of Planning - Finance - General, Department of Energy Management and Department of Safety & Environment Engineering;
- Monitor the development of industry and commerce of Buôn Ma thuột city, Buôn Hồ, Krông Búk and Ea Hleo districts;  
- Coordination with agencies, departments and districts, towns and cities of the province in the assigned field;
- Perform a number of tasks of members of the Provincial People's Committee as assigned by the Chairman of the Provincial People's Committee.

On behalf of the Director to direct and handle the Director's affairs, when the Director is absent from the office or authorized by the Director; deal with urgent tasks of other Deputy Directors in the absence of such Deputy Directors as assigned by the Director"
b) Direct responsible for: 
-  Administrative operations within the Department;
- Trade Promotion, import and export, border trade, international economic intergration and e-economy;
- The Department's website;
- Union work with Kdun village, Cư Êbur commune and Buôn Ma Thuột city.
- The second account holder of the budgetary funds allocated to the Department of Industry and Trade;
c) Other responsibilities: 
-  Member of provincial steering commitees assigned based on specific responsibilities (assigned by the Dak Lak People's Comittee).
- Supervise the development process of industry and trade sector within Buôn Đôn, Ea Súp and Cư Mgar Districts.
- Coordinate with Coordination with agencies, departments and districts, towns and cities of the province in the assigned field;
- Other tasks as per The Director's assignment.

- Help the Director of the Department to monitor and direct the state management in the field of commerce and inspect the settlement of complaints and denunciations.
- Directly in charge of: Department of Trade Management and Department Inspector;
- Monitor the development of industry and commerce in Krông Păk, Ea Kar, Ma Đrăk and Krông Năng districts;
- Coordination with agencies, departments and districts, towns and cities of the province in the assigned field;

- Assist the Director of the Department in monitoring and directing the State management of industry and handicrafts; industrial promotion and industrial development consulting;
- Directly in charge of: Industry Management Department and Industry Promotion Center - Industrial development consulting.
- Monitor the development of industry and commerce in Cư Kuin, Lắk, Krông Bông and Krông Ana districts;
- Coordination with agencies, departments and districts, towns and cities of the province in the assigned field;

While waiting for the re-appointment to the position of Deputy Director of the Department, Mr. Truong Cong Hong monitored and urged the professional tasks of the Department of Energy Management and the Department of Safety & Environment Engineering.
When there is a decision to re-appoint the position of Deputy Director of the Department, the assignment of tasks for Mr. Truong Cong Hong will be adjusted.
